The Government of India established the National Rural Livelihoods Mission (NRLM) to implement the new strategy of poverty alleviation woven around community based institutions. The Mission’s primary objective is to reduce poverty by promoting diversified and gainful self-employment and wage employment opportunities for sustainable increase in incomes.
The Mission would work in conjunction with the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) of MORD and would primarily focus on creating self-employment and wage/job employment opportunities for the rural poor who would enable them to cross the threshold of poverty and become productive agents.

DAY-NRLM organizes all poor households (women) into aggregate institutions of the poor that provide them with voice, space, and resources.
Experience from large-scale projects shows access to repeat finance, at an affordable price, for the desired amount and customized repayment terms is crucial for poor and vulnerable groups of society, to meet their consumption, exit the debt trap, and invest in livelihood assets.
DAY-NRLM envisages that the poor move gradually on the continuum from consumption → debt swapping → enhancement of existing livelihoods → diversification.
To ensure that no poor family is left out, NRLM would use differential strategies for social inclusion of all identified rural poor households into functionally effective.

NRLM will ensure that state agencies (SRLM) develop partnerships with major government programs and build synergies to address different dimensions of poverty and deprivation.
